A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA ADOPTING SPECIFIC PLAN AMENDMENT NO. 13 TO THE OLD TOWN SPECIFIC PLAN TO EXTEND BY ONE YEAR THE OUTDOOR LIVE ENTERTAINMENT PILOT PROGRAM AND MAKE A FINDING OF EXEMPTION UNDER CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES SECTION 15061(b)(3), (LONG RANGE PROJECT NO.
