That the City Council approve the second amendment to the agreement for consultant services with T.Y. Lin International in an amount not to exceed $200,000, to provide continued construction support during construction and prepare the Financial Plan Update for the I-15/French Valley Parkway Improvements - Phase II, PW16-01.
